Defining Homelessness
Homelessness is a broad term that covers a wide spectrum of housing situations. The legal definition of homelessness in England is quite wide — you are considered homeless if you have no accommodation available that you are entitled to occupy, or if you have accommodation but it would not be reasonable for you to continue to occupy it (for example, because of domestic abuse or severe disrepair). This means that many people who are technically homeless are not visibly on the streets.
What Is Rough Sleeping?
Rough sleeping refers specifically to people sleeping or bedding down in the open air — on streets, in doorways, parks, under bridges, in tents, or in other places not designed for human habitation. It is the most visible and most severe form of homelessness. Rough sleepers face the most immediate and serious risks, including extreme weather, violence, exploitation, and rapid deterioration of both physical and mental health.
The Hidden Homeless
Between these two extremes lies a large “hidden homeless” population. These are people who are technically homeless but not sleeping rough. They may be sofa surfing — moving between friends’ and family members’ homes with no permanent place to stay. They may be in bed and breakfasts or temporary accommodation provided by the council. They may be living in overcrowded conditions, squatting, or staying in places clearly not suitable for human habitation such as sheds, garages, or cars.
Why the Distinction Matters
The distinction matters because different forms of homelessness require different responses and are measured differently. Government statistics on rough sleeping only capture those sleeping outside, while the broader homelessness figures capture those in temporary accommodation. Understanding the full picture — including hidden homelessness — is essential for developing effective policy and allocating resources appropriately.
